About Us


 The Partners


Dulles Transit Partners, LLC (DTP) is the Metropolitan Washington Airports Authority's design-build contractor for Phase 1 of the Dulles Corridor Metrorail Project. DTP is a team of Bechtel and URS, two of the world's leading engineering, project management and construction (EPC) companies.

 Our Project Leadership


Our project leadership comes to the Dulles Corridor Metrorail Project with years of experience on projects all over the world.

George Morschauser - Project Executive Director
George Morschauser has more than 32 years of technical and managerial experience in the design and construction of large, complex transportation infrastructure and facilities valued in the billions of dollars. His background includes the design and construction of major rail infrastructures located in congested urban and major metropolitan areas for both new and existing transit systems. He previously served as Project Manager on the $6.3 billion dollar MTACC/LIRR East Side Access Project; the $5.3 billion dollar Los Angeles Metro Red Line Project; on the AirTrain Light Rail Transit Extension to JFK International Airport; and Extension C on the Baltimore Metro.

Ernie Lee - Project Director
Ernie Lee brings more than 30 years of project management and engineering/construction operations experience to the Dulles Corridor Metrorail Project. He is a Regional Manager for URS responsible for the marketing, technical oversight and operations of the Mid-Atlantic region for the company's rail, transit, highway and airport transportation engineering and construction services. Throughout the past 20 years, Lee has served in various leadership capacities to provide technical oversight and project management to numerous transit agencies and rail projects, including construction of WMATA's 103-Mile Build Out Train Control and Communications Project; New Jersey Transit Hudson-Bergen Light Rail Project; Newark City Subway; Army Corps of Engineers; and the Regional Transit Authority of Chicago. Lee holds an Associate of Science Engineering Technology degree from Virginia Commonwealth University. 

Larry Melton - Project Manager, Design/Build
Larry Melton has more than 26 years of experience in engineering and construction management in both the public and private sector. He has planned, implemented, and executed large-scale complex civil projects in urban areas around the world, including the Atlanta Hartsfield Airport Extension, the Boston Central Artery and Tunnel Project, and the Air Train to John F. Kennedy Airport in New York. He has been an integral part of the Dulles Transit Partners senior management team for the last seven years, from the start of preliminary engineering through the negotiations, award and execution of the design-build phase of the project. Mr. Melton graduated with a Bachelor of Science degree in Civil Engineering from The Citadel, and holds an MBA in Global Management.

Carl Bergquist – Deputy Project Director, Services
Carl Bergquist has more than 25 years of experience in engineering and contracts management for power and construction projects across the United States. He has held a broad range of technical and senior managerial positions involving contracts management, project management, proposal development, project controls, functional management and construction engineering.  Bergquist has worked on a number of domestic power projects including Red Hills Power Plant; Okeelanta and Osceola Cogeneration Project; Colver Power Project; Turkey Point Nuclear Station; Three Mile Island; Grand Gulf Nuclear Power Station; and SNUPPS. He holds a Bachelor of Science in Civil Engineering from the University of Massachusetts, and an International Business Management Certificate from Georgetown University.
