DBE Program


Dulles Transit Partners, LLC (DTP) is committed to providing meaningful roles for Disadvantaged Business Enterprises (DBEs) to participate in our acquisition activities. Diversity in procurement and subcontracting provides vital links to the local community, increases our flexibility in meeting project goals, strengthens the local economy, and represents best business practices. DBE participation and development is an integral aspect of our approach to project execution on the Dulles Corridor Metrorail Project.

DTP has established a DBE Program in accordance with the Metropolitan Washington Airports Authority (MWAA) and as permitted by the United States (US) Department of Transportation (DOT), 49 CFR Part 26. DTP requires its bidders for procurement and subcontracting opportunities to register on our Supplier and Contractor Portal. The information you provide will be utilized to assess your company’s commercial capability (Dunn & Bradstreet rating, bonding capacity, bid range, business size, and focus) relative to a given procurement or subcontract.

DTP is committed to significant participation by VA Unified Certification Program certified DBE firms for the Dulles Corridor Metrorail Project.  MWAA or VDMBE DBE certification are the two recognized authorities for DBE certification for this project. Large businesses are encouraged to team with DBE partners. For more information, please contact the DBE Liaison.

While DTP seeks to maximize the use of competition for most project procurement and subcontract opportunities, the completion of the general and project specific pre-qualification process does not guarantee participation in any Request for Proposal (RFP).
